BuyingAffordable Housing Texas Veterans Land Board

Out of the 5 states to offer Veterans benefits, Texas is the only state with a land finance program for Veterans.

The Texas Veterans Land Board (TVLB) offers generally below market interest rate loans on:

  • Homes up to $325,000
  • Land up to $80,000
  • Home improvements up to $25,000

Program Facts:

  • Veterans may use each loan program more than once
  • Veterans may participate in all loan programs simultaneously
  • All properties must be wholly located in Texas
  • All loans are subject to credit approval
  • Loans cannot be used for refinancing purposes
  • Must be used for primary residence
  • TVLB is not part of the VA and is separate from VA benefits/programs
  • There are existing participating lenders, but other lenders may be used as well

Eligibility requirements include:

  • Service time requirements:
    • Having served at least 90 cumulative days of active duty or training in the Army, Navy, Air Force, Marine Corps, Coast Guard, US Public Health Service, or recognized reserve component.  Can be less if discharged due to a service connected disability.  OR
    • Completion of all required active duty training in the National Guard or reserve.  OR
    • Service in the Armed Forces of the Republic Vietnam between 2/28/61 and 5/7/75 (for home and home improvement loans only)
  • Served after September 16, 1940
  • Cannot have been dishonorably discharged
  • Must have Texas listed as home of record OR be a legal resident for at least one year OR current active duty stationed in Texas with Texas officially designated as legal residence
  • Must be bona fide resident of Texas at the time of application
  • Successfully repaid in full any previous LVB loan, with any other active VLB loans in good standing
  • Can also be an unmarried, surviving spouse of an eligible Texas veteran who is MIA, KIA, or died from a service-connected cause (as long as veteran was legal resident of Texas at time of death or have Texas listed as home of record)
